On July 23rd, the Pilot Working Conference for Small Loan Companies in Lishui City was held in Lishui. The meeting conveyed the spirit of the Pilot Working Conference for Small Loan Companies in Zhejiang Province and made plan for the next stage. Deputy Mayor Liu Xiulan attended the meeting and gave a speech. Xing Zhixing, the Deputy Secretary General of Lishui Municipal People’s Government, responsible leaders of the counties (cities, districts), responsible officers of industrial and commercial bureaus as well as officers from relevant civil-operated departments attended the meeting.
Liu Xiulan put forward three requirements on how to run the pilot work of small loan companies in the next stage. Firstly, we shall be fully aware of the importance of developing the pilot work of small loan companies: it is beneficial to standardize and guide the private financing, bring capital supplies to small enterprises and "agriculture, peasants and rural areas" and promote the implementation of the general strategy of “entrepreneurship enriches the people, innovation strengthens the city”; secondly, we shall correctly grasp the policy requirement of developing the pilot work of small loan companies: we shall follow the guiding ideology actively and prudently to locate small clients, small institutions and small loans, not collect deposits or disguised deposits, handle the loan issuing of small loan companies, control the risk at a reasonable level and strictly control the market access; thirdly, we shall conscientiously strengthen the organization and leadership of the pilot work of small loan companies: the county government is the first responsible unit for risk disposal of small loan companies and the daily supervision and management of small loan companies shall be undertaken by the county industrial and commercial administrative department. The governments of the counties (cities, districts) shall strengthen the leadership, organize the coordination and unify the plan to conscientiously undertake the responsibility of daily supervision and management and risk disposal of small loan companies, carry out the pilot work of small loan companies with high quality and standard and ensure the normative and orderly development of work.
